New House Oversight Investigation: Bloomberg’s Billions Bankrolling Anti-American Energy Lawfare

Congress is finally asking questions about Michael Bloomberg’s efforts to block American Energy.

Highlights:

• Lawfare by proxy: Since 2019, Michael Bloomberg has poured more than $1 billion into a coordinated campaign against American energy production, using pass-through groups such as  Earthjustice to do the legal dirty work.
• China connection: Bloomberg Philanthropies has directed nearly $12 million to the CCP-linked Energy Foundation China (and $66.5M to its U.S. spinoff), which, according to press reports, funds advocacy to block American LNG exports and domestic drilling and advance the CCP’s energy interests in the U.S.
• Congress steps up: House Oversight Committee Chairman James Comer and Energy Subcommittee Chairman Eric Burlison have launched a formal investigation to determine whether Bloomberg’s efforts serve Chinese economic interests.

House Oversight Committee Chairman James Comer (R-KY) and Subcommittee Chairman Eric Burlison (R-MO) are doing exactly what Congress should be doing: launching a formal investigation into Bloomberg Philanthropies funding of environmental lawfare against American energy producers.

Since 2019, Michael Bloomberg has poured more than $1 billion into a coordinated campaign against American energy producers. By funneling the money through climate activist groups, Bloomberg keeps his fingerprints off the lawsuits, while his well-funded litigants do the dirty work.

In February 2026, one such group, Earthjustice, sued to block a liquefied natural gas facility in the Gulf Coast region that has been projected to create 3,000 jobs in Louisiana and generate more than $4 billion in local property tax revenue. Bloomberg’s money helped make that lawsuit possible.

China Connection

In their letter to Bloomberg Philanthropies CEO Patricia Harris, Comer and Burlison cite almost $11.97 million in donations to Energy Foundation China (EFC) – an organization whose senior executives have reportedly held high-level positions within the Chinese government and CCP-linked research institutions. Bloomberg has also directed at least $66.5 million to the U.S.-based Energy Foundation, which was spun off from EFC in 2020 (but retains financial and operational ties).

EFC describes itself as promoting China’s clean energy transition, but in practice it funds policy advocacy, academic research, and NGO activity designed to accelerate the decline of fossil fuels in the United States. It has issued grants to organizations that have actively lobbied against American LNG exports and domestic oil and gas permitting.

This activity raised the concern of 26 state attorneys general, who wrote to the Justice Department arguing that EFC failed to register under the Foreign Agents Registration Act.

Comer appropriately notes that China dominates more than 80% of the global solar supply chain and produces more than 70% of the world’s electric vehicles. Bloomberg’s campaign to block American fossil fuel production directly advances Beijing’s economic interests. 

The American public deserves answers as to whether Bloomberg is funding efforts that serve the interests of the CCP. Under Chairman Comer, the House Oversight Committee is right to find out.
